Excessive administrative burdens, often called ‘red tape‘, refer to overly complex paperwork, inspections, and customs procedures that make importing or exporting goods difficult and expensive for businesses.

  • They act as de facto non-tariff barriers to trade, limiting market access and raising costs.
  • These burdens can encourage corruption and rent-seeking, as businesses pay bribes or seek ways to bypass the procedures.
